WEEKLY SUMMARY

In the graphite market this week, Stellantis terminated offtake agreements with both Westwater Resources and Novonix. Westwater announced it will scale and optimise Phase I of the Kellyton Plant to align with remaining commitments. GreenRoc Mining released an update on the Amitsoq Project, confirming continued positive results from graphite pilot processing and preparations toward downstream feasibility work. Titan nears construction completion of its graphite facility, Northern Graphite signed an LOI with Alkeemia for access to purification technology, and Focus Graphite secured conditional funding of up to $14.1M.

Chinese graphite pricing softened in October, with Natural Graphite Anode Material down 10.74%, Flake Graphite -194 down 1.21%, Flake Graphite -195 down 1.75%, while low-sulfur petroleum coke, the key feedstock for synthetic anodes, rose 6.23%.

Turning to the wider market, the UK is considering a pay-per-mile tax on EVs from 2028 to replace declining fuel-duty revenue. Industry groups warn the move could slow EV adoption by increasing running costs, while the government says it aims to create a fair long-term funding model.

Meanwhile, U.S. EV sales data shows a mixed picture, with models like the Audi Q6 e-tron and Hyundai IONIQ 5 seeing strong quarterly growth, while the Ford F-150 Lightning continues to soften. Analysts highlight growing divergence between models as incentives shift and consumer preferences evolve.

UK EV drivers could face new tax in Budget

The UK government is considering a new tax on electric vehicle drivers as part of the upcoming Budget, aiming to address the revenue shortfall caused by declining petrol and diesel fuel duty.

A pay-per-mile system is being discussed, with proposals suggesting EV owners could be charged around 3p per mile from 2028, while hybrid vehicles would be taxed at a lower rate. EV drivers would estimate annual mileage and settle any difference at year end.

Industry groups warn the move could slow EV uptake by increasing operating costs, arguing that it comes at a critical stage for adoption. The government says it still supports the transition, but wants a “fair and sustainable” system for funding road and public services.
